build: honor $NOCONFIGURE in autogen.sh
...
Using NOCONFIGURE=1 ./autogen.sh can prevent it from running ./configure
on its own, which is sometimes useful.

Use LT_INIT instead of deprecated AC_PROG_LIBTOOL
...
And add some warnings to the autoreconf step, for the developers to
see.
