Certain audio drivers, like the RME "Pro" Audio driver, have resampling quality issues when using WASAPI.
We'll use SDL's resampling algorithm so we have consistent quality between platforms and drivers. Fixes https://github.com/libsdl-org/SDL/issues/5538main
