docs: Remove Doxygen `\brief` tags.
...
Doxygen and the wiki bridge don't need them; they'll both just use the first
line/sentence instead.
Fixes #8446 .

Vim users can use the [editorconfig plugin](https://github.com/editorconfig/editorconfig-vim ) to automatically set tab spacing for the SDL coding style.

Switch header convention from `#include "SDL.h"` to `#include <SDL3/SDLh>`
