Sam Lantinga 7f23d71b6a Added SDL_modf() and SDL_modff()
This function is useful for accumulating relative mouse motion if you want to only handle whole pixel movement.
e.g.
static float dx_frac, dy_frac;
float dx, dy;

/* Accumulate new motion with previous sub-pixel motion */
dx = event.motion.xrel + dx_frac;
dy = event.motion.yrel + dy_frac;

/* Split the integral and fractional motion, dx and dy will contain whole pixel deltas */
dx_frac = SDL_modff(dx, &dx);
dy_frac = SDL_modff(dy, &dy);
if (dx != 0.0f || dy != 0.0f) {
    ...
}

Sam Lantinga 63724c113b Removed the vi format comments from the source
Vim users can use the [editorconfig plugin](https://github.com/editorconfig/editorconfig-vim) to automatically set tab spacing for the SDL coding style.

Sam Lantinga 0a48abc860 Switch header convention from `#include "SDL.h"` to `#include <SDL3/SDLh>`
I ran this script in the include directory:
```sh
sed -i '' -e 's,#include "\(SDL.*\)",#include <SDL3/\1>,' *.h
```

I ran this script in the src directory:

Micha? Janiszewski 91820998fc Add and update include guards
Include guards in most changed files were missing, I added them keeping
the same style as other SDL files. In some cases I moved the include
guards around to be the first thing the header has to take advantage of
any possible improvements compiler may have for inclusion guards.

Sam Lantinga 5f38b5d705 Fixed bug 3979 - Failed to link with "multiple definition of `scalbln'" error on both MinGW and MinGW-w64 by CMake

Once I ran build of my codecs collection on AppVeyor where my CMake script downloads latest SDL2 from HG repo, failed to link because of math functions conflict:

There are both vanilla MinGW and MinGW-w64 are failed to build.

Philipp Wiesemann 0e45984fa0 Fixed crash if initialization of EGL failed but was tried again later.
The internal function SDL_EGL_LoadLibrary() did not delete and remove a mostly
uninitialized data structure if loading the library first failed. A later try to
use EGL then skipped initialization and assumed it was previously successful
because the data structure now already existed. This led to at least one crash
in the internal function SDL_EGL_ChooseConfig() because a NULL pointer was
dereferenced to make a call to eglBindAPI().
